Peru: PM discusses bills on borders, Presidential Office remote management

Peruvian Prime Minister Alberto Otarola on Tuesday met with Congress Board members to discuss two important bills —submitted urgently by the Executive Branch— referring to the surveillance of Peruvian borders, as well as the entrusting and remote management of the Presidential Office (whenever President Dina Boluarte must travel abroad).

The Cabinet chief specified that the first proposal is the bill intended to modify the Executive Branch Organic Law so as to develop the Presidential Office entrusting and remote management.

It means that whenever the Head of State travels abroad, she retains the Presidential Office leadership and through the Prime Minister, who according to the Constitution is the Government's authorized spokesperson— is allowed to exercise administrative management of it, he explained.

This measure will allow the Head of State to fulfill the obligation granted to the President by the Constitution to lead the country's foreign policy, Otarola explained.

The high-ranking official stressed that this approach is particularly important within the framework of the international activities to which President Dina Boluarte has been invited, as well as the need to defend the country's interests and strengthen diplomatic relations.

Besides, the high-ranking official emphasized that the regulation does not affect the Constitution, but rather develops all the modern legislative technique related to e-government. Similarly, Otarola announced that he will talk with each parliamentary group to present the scope of said bill.

On the other hand, the Ministerial Cabinet head referred to the constitutional reform bill linked to the Constitution's Article 165 aimed at guaranteeing the support from the Armed Forces to the Peruvian National Police in terms of border surveillance. In this sense, he reported that this proposal has been well received by Congress Board members.

Lastly, Otarola asserted that another issue on the agenda was to request support so that the new National Infrastructure Authority (ANIN) implementation, which has been debated at Parliament, can be approved at the plenary session.

In addition to the Cabinet chief, the meeting included Foreign Affairs Minister Ana Cecilia Gervasi.

Also attending were Congress Chairman Jose Williams Zapata, as well as Vice-Chairs Martha Moyano, Silvia Monteza, and Alejandro Muñante.
