Peru leads APEC initiative to strengthen fisheries and aquaculture

00:00 | Lima, Nov. 8.

Peru is leading an Asia-Pacific Economic Cooperation (APEC) project aimed at strengthening fisheries and aquaculture management in response to the effects of climate change and ocean variability through the exchange of experiences and technical cooperation among the region's economies.

The initiative, entitled "Strengthening the capacities of APEC economies in managing fisheries and aquaculture under the focus of changing ocean environment," is spearheaded by the Ministry of Production (Produce) within the framework of APEC’s Oceans and Fisheries Working Group (OFWG).

The project is particularly relevant because the Pacific Ocean basin accounts for over 50% of global fisheries and aquaculture production.

Thus, extreme weather events, such as El Niño phenomenon, represent a threat to productive activities and food security.

In this context, Produce's Fisheries and Aquaculture Environmental Affairs Director General Noe Balbín inaugurated the project's international workshop in Lima.

Likewise, the official highlighted the importance of strengthening cooperation among the region's economies.

"Ocean resilience requires joint responses based on applied science and a firm willingness to strengthen our technical and institutional cooperation," he indicated.

Three implementation phases

The initiative receives technical support from the Peruvian Sea Institute (Imarpe), the National Fisheries Health Agency (Sanipes), and the Production Technology Institute (ITP).

Its implementation comprises three phases aimed at identifying needs, exchanging knowledge, and establishing cooperation mechanisms among the participating economies.

The first phase involves a regional assessment to identify existing gaps and capacities in fisheries and aquaculture management across APEC economies, including Chile, Thailand, the Philippines, and Papua New Guinea.

This assessment will help identify opportunities for collaboration and priority areas for action.

The second phase involves an international workshop bringing together experts to exchange knowledge and experiences in fisheries health, emissions reduction, the circular economy, and disaster risk management, as well as share good practices for addressing challenges facing the fisheries and aquaculture sectors.

Finally, the third phase will involve the development of a Multilateral Cooperation Roadmap, an instrument that will establish the foundations for joint initiatives among the participating economies.

It will also facilitate the identification of climate financing opportunities, the development of adaptation initiatives, and the promotion of scientific research and technology transfer.

Through this project, Peru seeks to strengthen regional cooperation and the capacity of the fisheries and aquaculture sectors to respond to climate change, benefiting coastal communities, as well as fishing and aquaculture households across the Asia-Pacific region.
