The Fourth National Criminal Collegiate Court on Wednesday sentenced former President Martin Vizcarra Cornejo to 14 years in prison for the crime of bribery in the Lomas de Ilo and Moquegua Hospital cases.
Additionally, the court disqualified him from holding public office for nine years. It also ordered him to pay a 730-day fine, worth S/94,900 (US$28,052).
According to the ruling, the sentence must be served at the jail to be designated by the National Penitentiary Institute (INPE). It will be counted from November 26, 2025, after deducting the time already spent under pretrial detention.
The civil compensation was set at S/2,336,000 (US$690,511). It must be paid jointly by the accused, Vizcarra Cornejo, and the third parties civilly liable, including Contratistas Generales SAT and Obras de Ingeniería (Obrainsa).
During the verdict reading, Collegiate Court Chair, Judge Fernanda Ayasta, stated "this judiciary considers that the accused, Martin Alberto Vizcarra Cornejo, did request the payment of 2% of the amount of S/80,981,137.34 (US$23.93 million)" for the Lomas de Ilo project, thus favoring the Obrainsa consortium.
Regarding the Moquegua Hospital case, the judge stated that it has been proven that Vizcarra Cornejo conditioned the signing of the contract on the payment of S/1,300,000 (US$384,274).
"It is noted that Martin Vizcarra committed illegal acts by taking advantage of his position as regional governor of Moquegua, conditioning the bidders to award them the contract in exchange for money," the magistrate indicated.
The Public Ministry (Prosecutor's Office) had requested a 15-year prison sentence for the former Head of State: nine years for the Hospital de Moquegua case and six for the Lomas de Ilo case.
As is known, Vizcarra was President of the Republic from March 23, 2018, to November 9, 2020. He was impeached and removed from office by Congress.
