The Judiciary has authorized a 15-day preliminary detention for Callao Region Governor, Ciro Castillo Rojo, as well as 13 other individuals, within the framework of an investigation into alleged criminal organization and aggravated collusion to the detriment of the Peruvian State.

The measure was issued by the Eleventh Preliminary Investigation Tribunal of the Superior Court of Justice in Callao, presided over by Judge Edie Walther Solorzano Huaraz.

It is in response to a request from the Third Specialized Provincial Prosecutor's Office for Corruption Crimes by Officials in Callao.

The ruling also authorizes raids, home and personal searches, seizure of assets, as well as the lifting of communication and banking secrecy for the individuals under investigation.

Prosecutorial investigation

The Anti-Corruption Prosecutor's Office in Callao reported that, as part of this investigation, a location and arrest order was issued against Ciro Castillo Rojo following an operation that included raids on 27 properties in Lima and Callao.

This led to the preliminary detention of four (4) public officials from the Callao Regional Government (GORE Callao).

According to the Public Ministry, an alleged criminal organization called "Los Socios del GORE Callao" (The Associates of GORE Callao) is reported to have operated during 2023, circumventing legally established selection processes and directing over 60 public contracts totaling S/1,461,121.10 (about US$433,181).

The proceedings are led by Provincial Prosecutor Wils Gonzales Morales and Deputy Provincial Prosecutor Julio Cupe Gonzales. They are receiving support from the Peruvian National Police (PNP).

Meanwhile, the governor's legal defense announced that it will file an appeal against the court ruling.
