Peru: Homes of Callao mayor and former mayor raided in alleged corruption case

The Peruvian National Police (PNP) and the Public Ministry (Prosecutor’s Office) have been carrying out raids since early morning on properties linked to Callao Province Mayor Cesar Perez and former mayor Pedro Spadaro in Lima’s San Isidro district, as part of an investigation into alleged corruption within the port city’s municipality.

The operation, which began around 5:00 a.m., covers a total of 15 properties belonging to officials and former officials connected to the case.

These include the residences of Perez and Spadaro, both located in buildings in the same district.


Agents from the Anti-Corruption Directorate (Dircocor) entered the former mayor's residence, where they remain gathering documents and other material relevant to the investigation.

Tactical Urban Division units and media outlets are present in the area awaiting results.

The raids extend to the Callao Province Municipality headquarters, where prosecutors and police have arrived seeking documentation to incorporate into the investigation.

According to prosecutorial sources, the case originated from a journalistic report published on August 18, 2025.

It revealed alleged irregularities in the awarding of service orders to certain suppliers during 2023, 2024, and 2025 at Callao Province Municipality.

Investigators are examining possible links between suppliers and senior municipal officials, which may have led to alleged bid-rigging in public procurement.


Among the companies under scrutiny is Glamour Style Salon Spa, which allegedly received service orders exceeding S/60,000 (US$17,642) and S/90,000 (US$26,193), despite concerns over the suitability of its representatives.

Prosecutors are investigating the municipality's general manager and alleged representatives of the company, who are suspected of having obtained contracts under circumstances that remain unclear.

The Public Ministry classified the case as complex and ordered an extension of the investigation for up to nine months, during which various proceedings will be carried out to determine responsibilities.

Authorities aim to seize documents, electronic devices, and any evidence that may contribute to clarifying the facts.

So far, it has not been confirmed whether those under investigation were present at their homes at the time of the operation. The proceedings remain ongoing, and further actions are not ruled out in the coming hours.


Spadaro's defense

Spadaro's lawyer, Juan Carlos Portugal, stated that the raid on his client’s home yielded no relevant results for the investigation.

"Absolutely nothing was found, not even a pencil or a document, which is why the Public Ministry left the same way it entered," he said.

Portugal questioned the timing of the operation, noting that it was carried out when preliminary proceedings are close to concluding after more than eight months of investigation.

Regarding the contract between Callao Municipality and a private company that is the subject of the complaint, he described it as lawful and permitted under service contracting rules.

He suggested that the context in which the operation was carried out could have a political component and argued that, based on current evidence, the Public Ministry should dismiss the case.
