The Peruvian Government has authorized the transfer of S/154.6 million (about US$42.6 million) to finance the hiring of health personnel assigned to the
National Institute of Neoplastic Diseases (INEN) and regional governments.
The aim is to strengthen the response to the health emergency caused by COVID-19 in Peru.
The regulation is aimed at setting out extraordinary measures —in economic and financial matters— which allow the health sector to secure the supply of services during the extension of the health emergency caused by COVID-19 in 2021.
Moreover, the decree authorizes the executing units of the
Ministry of Health (Minsa), regional governments, regional health directorates, regional health management offices, the National Health Institute (INS), and the National Institute of Neoplastic Diseases (INEN), to hire personnel under the special regime stipulated by Legislative Decree No. 1057.
These staff are intended to provide care services at primary, secondary, and tertiary health facilities; in the Mobile Emergency Care System (SAMU); at temporary care and isolation centers; and at temporary isolation and monitoring centers; during the health emergency caused by COVID-19.
Likewise, it authorizes Minsa and regional governments to hire personnel to join humanitarian corpse collection teams, rapid response teams, clinical monitoring teams, as well as personnel engaged in support activities and strategic actions to ensure the normal operation of Lima's Ate Vitarte Emergency Hospital.
Life insurance
The regulation provides that the hired staff will be covered by the Complementary Risk Work Insurance (SCTR) as soon as the employment relationship begins.
