Peru: Gov't seeks constitutional reform on Armed Forces' support at borders

Prime Minister Alberto Otarola on Wednesday announced that the Government will propose to Congress —as a matter of urgency— a bill to reform Article 165 of the Constitution, so that the Armed Forces can support the Peruvian National Police at border regions.

At a press conference, after a new session of the Council of Ministers, the Cabinet chief indicated that this decision is consistent with the constitutional mission of the Armed Forces.

"It (this decision) supports the decisions that the Government has been making regarding the need to apply migration laws," he added.

"The Council of Ministers approved to submit —as a matter of urgency— a constitutional reform bill to Congress in order to amend Article 165 of the Constitution (...) and to entrust the Armed Forces, along with the Peruvian National Police, with the protection and surveillance of our borders," he said.

In this regard, Otarola underscored that the initiative seeks to add a paragraph to said article, "so that the Armed Forces can support the Police in monitoring the borders, in accordance with the law."

"Thus, the Armed Forces are given a new constitutional mission: to deliver active support and monitor the borders along with the police. This is a sovereign decision of the Peruvian State, which is consistent with the decisions we have made on migration," he underlined.

Other agreements

On the other hand, the high-ranking official announced that a supreme decree has been approved to declare a state of emergency in several provinces across Ancash, Cajamarca, La Libertad, and Lima regions, due to heavy rains.

"It (the state of emergency) applies to 192 districts. With this decision, we are contributing to and supporting authorities in proper decision-making regarding aid," he pointed out.

Likewise, the Council of Ministers has approved a legislative decree that implements the National System of Archives and Documentary Heritage of the Nation to digitize and support the use of technology at the General Archive of the Nation.
