Peru: EU observer mission calls on parties to run peaceful, proposal-focused campaign

European Union Election Observation Mission (EU EOM) Deputy Chief Observer Alexander Gray called on political parties participating in this year's General Elections to run a peaceful campaign focused on presenting their proposals to the citizenry.

"We ask all parties and candidates to campaign peacefully and to present their government proposals to the population within that framework, so that the 2026 Elections are a true democratic celebration," he said in statements to Andina News Agency.

The EU official said they view positively the fact that the National Elections Board (JNE) organizes debates among candidates (Presidential, Senate, Chamber of Deputies, and Andean Parliament), not only at the national level but in the regions as well.

"Since (these debates) give candidates the opportunity to present their proposals," he noted.

The deputy chief observer explained that the EU Election Observation Mission (EU EOM) conducts a detailed analysis of the electoral process, based on long-term observation.


"Therefore, observers meet at the national level with electoral and political authorities, candidates, civil society organizations, and media outlets to analyze, among other aspects, the legal framework and its application, the impartiality of the electoral administration, as well as the reliability and integrity of the electoral register," Gray indicated.

"Likewise, they examine the registration of parties and candidates, the conduct of the electoral campaign, and the use of public resources during the campaign," he added.

Similarly, the EU EOM deputy chief explained that they analyze fairness in candidates' access to the media and respect for the universal rights of freedom of expression and assembly.

"We also observe the voting process, the vote count, and its reflection in the electoral record. Then, we focus on possible challenges, complaints, and appeals."

Regarding previous meetings with specialists and experts on electoral issues in Peru, he said these sessions "allow us to better understand the political and social context in which the elections take place."
