Peru: Communities affected by violence to receive collective reparations in 2022

Collective reparations by the Peruvian State continue being granted; for this year 585 communities and organizations are expected to be covered. Thus, the program relies on a budget of S/58.5 million (about US$15.84 million).

In general, these reparations have benefited more than 177,000 families that were affected by political violence between 1980 and 2000, the Ministry of Justice and Human Rights reported on Thursday. 

Such attention has been provided to them since 2007 —as part of the Comprehensive Reparations Plan.

To date, the progress rate has been 67.5% in relation to the total number of affected communities.

Thanks to collective reparations, 4,172 productive projects have been implemented for 4,119 communities and 53 displaced organizations.

The investment allocated to these projects totals S/584.5 million (about US$158.23 million). Of that amount, S/425.2 million (about US$115.11 million) was disbursed by the Ministry of Justice and S/159.3 million (about US$43.12 million) came from municipalities where collective reparations were carried out.

Development projects

These projects include fields such as livestock, aquaculture, agriculture, handicrafts, breeding of small animals and alpacas, as well as the refurbishment of community premises.

The implementation of said projects has occurred in Ayacucho (1,253), Huanuco (633), Junin (520), Apurimac (402), Huancavelica (351), San Martin (323), Pasco (233), Puno (193), Cusco (101), Ucayali (76), Cajamarca (21), Lima (34), Ancash (15), La Libertad (8), Ica (5), and Piura (4).

The communities who consider that they should be part of the Comprehensive Reparations Plan must sign up to the Single Registry of Victims.

As of April 2022, this registry included 5,717 communities and 163 organizations of displaced persons.

The Executive Secretariat of the High-Level Multisectoral Commission (CMAN) is in charge of following up on the implementation of reparations.

This year, 585 communities and organizations will be served. Therefore, budgetary resources worth S/58.5 million (about US$15.84 million) have been made available.
