Peru 2026 Elections: Learn about the Chamber of Deputies’ main functions

Following the official proclamation of results by the National Elections Board (JNE) and the awarding of credentials on Friday, the Chamber of Deputies will be composed of 130 legislators.

Distribution of seats

According to Resolution No. 0053-2025-JNE, 28 deputies are elected through the Multiple Electoral District system, with one representative corresponding to each regional constituency, including the Constitutional Province of Callao (Callao region).

Meanwhile, Peruvians residing abroad are represented by two deputies.

The remaining 102 deputies were elected in proportion to the number of voters in each constituency.

The distribution by department is as follows:

Tumbes, Huancavelica, Moquegua, Apurimac, Tacna, Madre de Dios, Pasco, and Amazonas: 1 deputy each.

Ucayali, Huanuco, and Ayacucho: 2 deputies each.

Loreto, San Martín, Ica, Callao, and Lima Provinces: 3 deputies each.

Ancash, Junín, Cusco, Puno, and Lambayeque: 4 deputies each.

Cajamarca and Arequipa: 5 deputies each.

Piura and La Libertad: 3 deputies each.

Metropolitan Lima: 31 deputies.

The election of deputies uses the optional double preferential vote system, except in electoral districts where only one deputy is elected. In said case, only a single preferential vote is allowed.

Functions of the Chamber of Deputies

The Chamber of Deputies' main duties include:

-Approve legislative proposals to be submitted to the Senate.

-Interpellate and censure Cabinet ministers.

-Grant or deny a confidence vote requested by the Cabinet.

-Establish investigative committees on public interest matters.

-Bring charges before the Senate against authorities such as the President of the Republic, Cabinet ministers, Constitutional Court (TC) magistrates, and other high-ranking officials for violations of the Constitution or crimes committed in the exercise of their duties.

-Request reports from State ministers, the National Elections Board (JNE), the Comptroller General of the Republic, the Central Reserve Bank, and other institutions as provided by law.

These functions are established in Law No. 31988, which restores the bicameral system in the Congress of the Republic.
