The President of the Congress, Miguel Ángel Torres Morales, stated today that Parliament aims to establish clear, stable, and predictable rules that contribute to economic stability and help foster the development of the financial system.

He made these remarks during his closing address at the 60th Annual Assembly of the Latin American Federation of Banks (FELABAN) 2026, noting that Congress should support efforts to strengthen competitiveness and facilitate access to credit.

"The Congress of the Republic does not wish to be an obstacle, but rather an ally in this endeavor. Our duty is not to burden innovators with hurdles, but to provide them with clear, stable, and predictable rules of the game—so that, for instance, a market vendor can apply for a loan with complete and absolute confidence," he stated.

During his address, Torres highlighted the importance of financial inclusion, noting that Peru has made progress in this area, with over 70% of adults now holding a bank account or a digital wallet.

He also touched upon digital transformation and the potential of artificial intelligence to improve credit assessment, streamline customer service, and manage risks within the financial sector.

Furthermore, he pointed to cybersecurity and trust as fundamental elements for the development of the banking sector.

"Because trust is the true capital of a financial system," he remarked.

The head of Parliament also emphasized the importance of preserving the country’s macroeconomic stability, noting that "it is an asset belonging to all Peruvians, and it is our duty in Parliament to safeguard it."

Finally, he thanked the attendees for their participation and encouraged them to continue working toward a banking sector in Latin America that is more accessible, secure, and inclusive.

The 60th Annual Assembly of Felaban 2026 took place from November 3 to 6, bringing together representatives from banking institutions, regulatory authorities, and financial sector specialists from the region in Peru.
