Peru: President announces Citizen Security Plan designed for reality and future-oriented

The President of the Republic, Jose Jeri, on Thursday announced the development of a National Citizen Security Plan tailored to current reality and projected towards the future, after reiterating that the current plan will be repealed.

The Head of State indicated that a new strategy must be approved “based on” the 2013–2018 National Citizen Security Plan, while also incorporating the spirit of the Bratton Plan in 2002, among others.

"I said it yesterday. The current Citizen Security Plan does not serve us today and will be repealed," Jeri stated via X.

"We are going to build one based on reality and with the future in mind —one that draws on the objectives, ideas, and structure of the 2013–2018 plan, the 2002 Bratton Plan, our institutions, contributions from those who have achieved results internationally and domestically, as well as from any patriot willing to contribute," he specified.

According to the top official, updating the aforementioned document is both a challenge and an obligation for the coming years.


On Wednesday, the President proposed evaluating the repeal of the current National Citizen Security Plan, deeming it as "far from reality and of no practical use."

"That is why, Mr. Minister, we must stop having desk-based plans and start having plans that truly respond to today's reality, with a vision for the future," he expressed during the ceremony for logistical equipment delivery to strengthen the Peruvian National Police (PNP) operational capacity. 

The Head of State highlighted that the 2013 and 2018 citizen security plans helped reduce the rates of perception, crime, and victimization.

"Plans such as those of 2013 and 2018 had a different logic; they were much more operational and based on the reality principle," Jeri stated.

"Although it is true that they are old plans that are no longer in force, we must uphold the spirit that once served its purpose," he added.
