Peru's President: We will maintain executive agreements with each region

The President of the Republic, Jose Jeri, on Tuesday stated that executive agreements will be developed with each region, adding that these will be framed within the country's future-oriented vision, during the 9th Regional State Council.

From Huanuco, the Head of State emphasized the need to coordinate policies with regions, as well as implement joint actions in order to unblock priority investments and guide regulatory changes that will enhance their capacities.

"We are aware that we are a transitional administration, an administration with a set deadline, which obliges us to be much more assertive and efficient in our decisions. The agreements reached today, and those yet to be finalized, will guide our work as a government alongside you," Jeri expressed.

The top official indicated that, together with the regions, the government will lay the foundations for the country's development, which must be continued by whoever is elected President in 2026.

In this regard, he noted that the Regional State Council is a platform for dialogue that must continue to evolve and improve.

Executive agreements

President Jeri indicated that executive agreements will be signed with each region based on the existing vision of the Peruvian State, which has been developed by the national planning body, the National Center for Strategic Planning (Ceplan).

The Head of State pointed out that this instrument has not received the attention it deserves. The top official said it is "a powerful tool that we must now how to leverage as a State."

He added that, although each region has independence regarding certain competencies, the country is one.

"It is within this context and framework that the executive agreements we will maintain with each of the regions will be based, on one hand, on what this plan has already envisioned for the country's future. We cannot dream of a great nation if everyone still believes they have the winning formula. Here, there is a guide," the President said.

Similarly, the top official reiterated the announcement he made the previous day regarding his plan to travel across the country to understand the needs of each region, adding that each executive agreement will be carried out during these visits.

"We have all the tools, all the resources to be what we should always have been: a benchmark in the continent, a global reference point. Little by little we are achieving this, not always because it was planned, but because we have the divine grace and the luck that major investments arise. But now we must be fully aware of what we have, always in balance," Jeri pointed out.

The President also urged governors to build a legacy for the authorities who will succeed them and to set a high benchmark, in order to foster a level of competition that drives Peru to keep improving and to match other countries with which it is compared.

The Head of State emphasized that the transitional government he leads is not a stagnant one. He said that, although it has many agendas, it knows how to distinguish between what is important and what is urgent.

Moreover, he called on the governors to work together and seek creative solutions when limitations arise, such as budgetary constraints.

Signing of agreements

At the end of his speech, President Jeri signed four instruments aimed at fostering regional development and boosting public works.

The first of these is the Supreme Decree that approves the Export Productive Route.

He also signed the Supreme Decree authorizing the transfer of resources to regional governments within the framework of the Performance Stimulus Fund (FED, in Spanish).

Likewise, the Supreme Decree updating the annual capacity limits of regional and local governments for the execution of projects through the Works for Taxes mechanism was enacted

Lastly, the agreement for the execution of the Americas Megaport in Arequipa was formalized.
