Peru's PM: Congress has already resolved Constituent Assembly issue by shelving bill

Prime Minister Anibal Torres on Friday affirmed that, with the shelving at Parliament's Constitution Commission of the Executive Branch bill aimed at convening a Constituent Assembly, Congress has already resolved this issue and expressed its decision on the matter.

"We will see what the population does, but we have complied with a mandate from the population, expressed at the Decentralized Councils of Ministers," he added.

During his speech at the closing of the latest session held in Nasca, the Cabinet chief said that, as a consequence of this decision by Parliament, "we continue facing political instability, which is what those who have done that want."

"That is what the monopolies and oligopolies want," Torres said.

"They are the ones who agree with the contract laws, which favor only the most powerful in Peru; those who agree that the crisis, which has existed in the justice administration for many decades, remains unsolved," he stressed.

The high-ranking official also considered that those who oppose a Constituent Assembly prefer to maintain the compulsory nature of the vote, as well as a Parliament composed of merely one chamber, in which there is no periodic renewal by thirds.

Also addressing Congress, he called on lawmakers to express an opinion on the bill presented by the Executive Branch to unblock the execution of various public works.

Social market economy

Moreover, the Prime Minister deemed as "nonsense" to affirm that the current Government is authoritarian and totalitarian.

"There is not the slightest sign that we are moving towards that model," he expressed.

Lastly, Torres said the social market economy exists in Peru. In this sense, he denied that a planned economy is being applied from the State or via Marxist-Leninist policies.
