Peru: Vizcarra returned to Barbadillo Prison

Former President Martin Vizcarra was on Thursday transferred to the Barbadillo Prison, located in Lima's Ate district, in compliance with Presidential Resolution No. 264-2025 issued by the National Penitentiary Institute (INPE).

Through this resolution, the INPE amended the directive titled "Classification of Inmates —Processed and Sentenced—In Penitentiary Facilities Nationwide," dated July 10, 2023.

"By virtue of this amendment, former President Martin Vizcarra Cornejo is being transferred to the Barbadillo Penitentiary Center. It should be clarified that this transfer does not correspond to a new reclassification, but rather to compliance with a new regulation," the INPE stated on X.

The return of Vizcarra to Barbadillo Prison was announced this morning by Justice and Human Rights Minister Juan Jose Santivañez.

"The INPE, within the scope of its powers and in a completely independent manner, has issued this resolution, which will be implemented immediately, provided that the former president and his legal team agree," the minister stated.

The former Head of State entered the penitentiary center in Ate district at 11:41 a.m., after having been held at the Ancon II Prison since last Friday.

Vizcarra was arrested on August 13, after the Seventh National Preliminary Investigation Court ordered five-month preventive detention against him.



The Public Ministry (Prosecutor's Office) accuses him of having received S/2.3 million (US$611,000) in alleged bribes and has requested a 15-year prison sentence against him.

The former top official was under simple appearance, a measure that Seventh Court Chairman, Judge Jorge Chavez Tamariz, deemed insufficient to ensure his trial. Therefore, the magistrate decided to replace it with preventive detention for a five-month period.

As is known, Vizcarra was President of the Republic from March 23, 2018, to November 9, 2020, the day on which he was impeached and removed from office by Congress.
