Prosecutor's Office officials on Tuesday raided the Miraflores district apartment of Luciana Leon —a former Congresswoman and current Permanent Commission member representing the APRA party— within the framework of the investigation on the criminal organization "Los Intocables Ediles" (The Town Council's Untouchables), related to corruption offenses by local authorities in Lima's La Victoria district.
Members of the National Police's High Complexity Investigations Division (Diviac) participated in the operation, too.
According to the investigations, Leon may have carried out illegal and political acts in favor of this gang, as well as arrangements for benefit of La Victoria Municipality in exchange for money.
The former lawmaker had allegedly received between S/15,000 and S/20,000 (around US$4,481-US$5,975) per month from former La Victoria Mayor Alexander Peña, ringleader of "Los Intocables Ediles."
Likewise, she allegedly arranged the inclusion of La Victoria Municipality in the tender called by the Regional Public Investment Promotion Fund between March and June 2017, in return for the hiring of her brother Romulo.
In this sense, the current Permanent Commission member may have used her post as lawmaker to obtain illegal benefits in exchange for providing resources or public budget for the financing of La Victoria Municipality works and other illegal arrangements.
The Prosecutor's Office and Diviac members also raided the properties of Luciana's brother Romulo Leon and her advisor, Betsy Matos, who are involved in the same case. She was arrested at Jorge Chavez International Airport.
Romulo Leon's home is located in Lima's upper-class San Isidro district, while Matos is based in the northern city of Trujillo (La Libertad region).
Furthermore, the Judiciary has ordered a 10-day preliminary detention against Matos, who was the alleged link between Luciana Leon and the criminal organization.
