Peru: New citizen security plan to be ready in Jan 2026

The President of the Republic, Jose Jeri, on Monday announced that the new citizen security plan will be ready in January 2026.

"We have set a deadline to present the new citizen security plan within the first 15 days of January," he said while presiding over the Fourth Ordinary Session of the 2025 National Citizen Security Council (Conasec).

The Head of State specified that this plan, which is being developed by the Ministry of Interior, is also being coordinated with the Ministries of Economy-Finance and Foreign Affairs, as international support is expected.

"In the coming days, a group of specialists from different countries will come to share their experiences, analyze our reality, and, based on our reality—precisely, on our successes and mistakes as a State—propose concrete actions, which will serve as an additional input for this new plan that we are going to craft," he indicated.

The top official pointed out that this plan will engage all sectors to "mitigate and eliminate crime in our country."

"We have to leave the next government the tools, the means, to precisely continue the work. Surely, the next government will have its own profile, its own emphasis, but I don't think anyone will allow crime and delinquency to keep advancing," he expressed.

Basis of the Security Plan

The President participated in the Fourth Ordinary Session of the 2025 National Citizen Security Council along with Cabinet Chief Ernesto Alvarez, State ministers, and other public authorities.

Within this framework, the Head of State stressed that the basis of the new citizen security plan will be the Bratton Plan and the 2013–2018 Plan.

"We will make sure to leave the best possible tool based on the Bratton Plan, our reality, the contributions of everyone present—and those who are not—as well as on comparative experiences and the specialists who will come to our country in the coming days to help us develop this new citizen security plan," he stated.

The top official also noted that the goal is not "a desk plan" or "a thesis" that promises objectives that will never be fulfilled.

Rather he said the aim is “a grounded plan, where all the entities involved in the fight against citizen insecurity at different levels have a clear, precise, and measurable role over time.”

The President emphasized that this plan will be largely inspired by William Bratton's "Broken Windows Theory."

"And that is why it takes on special relevance, even though it was nearly 24 years ago, a plan that should have been fully implemented; and since the task was not carried out as a State, for various reasons, we have what we have today. But we will return to the essence, to the core of what the Bratton Plan indicated—the Broken Windows Theory," he underlined.
