reported on Friday that it has proceeded to grant the guarantees and safe-conduct to former Prime Minister Betssy Betzabet Chavez Chino, in accordance with Articles V and XII of the 1954 Caracas Convention on Diplomatic Asylum.
In this regard, the Peruvian State, as a democratic State that respects international law, reaffirms its full commitment to the obligations arising from the 1954 Caracas Convention on Diplomatic Asylum, to which Peru and Mexico are parties.
"Today, the Peruvian Government has proceeded to grant the guarantees and safe-conduct to Peruvian national Betssy Betzabet Chavez Chino, in accordance with Articles V and XII of the convention," the Ministry said in a statement.
The Peruvian Government reiterated emphatically that there is no political persecution.
It added that the rule of law, the separation of powers, and respect for the guarantees of the administration of justice, including due process, prevail in the country.
It also noted that, within the framework of the Organization of American States (OAS), the Peruvian Government continues to promote consultations with other member states of said organization in order to foster a discussion aimed at preventing the distortion of the application of the institution of diplomatic asylum, while preserving its nature and purpose.
The Peruvian Government emphasized that the issuance of the aforementioned safe-conduct is carried out without prejudice to the Peruvian State's right to request the eventual extradition of Chavez Chino, in accordance with the treaties applicable to both States, should the Peruvian judicial authorities so require.
Lastly, it stated that, "considering the historic bonds of friendship, brotherhood, and mutual respect that unite Peru and Mexico, the Ministry of Foreign Affairs reiterates its commitment to diplomacy and dialogue as essential tools for advancing toward a prosperous future based on deep integration that favors the free movement of people, goods, services, and capital, principles shared by both nations that inspired the Pacific Alliance."
