Peru, France sign MoU on New Central Highway

The Ministry of Transport and Communications (MTC) signed the memorandum of understanding with the Government of France for the execution of Daniel Alcides Carrion Highway, which will boost economic and social development in Peru.

The document was signed on Thursday by Peruvian Transport and Communications Minister Eduardo Gonzalez and French Ambassador Marc Giacomini in Pozuzo District belonging to Oxapampa Province.

This event —which marked a milestone in the construction of large-scale infrastructure project in Peru— was attended by the President of the Republic Francisco Sagasti, as well as Ministers Waldo Mendoza (Economy-Finance) and Javier Palacios (Labor-Employment Promotion).

It also saw the presence of regional governors of Pasco, Ayacucho, Huanuco, Huancavelica, San Martin, Ucayali, and Lima Province.

"This project is a historical vindication for the central area of our country, as it will allow economic development. It is not only a modern highway; this is also about the State complying with citizens to provide them with decent and high-quality services," Gonzalez expressed.

"This work is also a sign that Peruvians can do great things in a short time, well done, and in a concerted manner," he added.

The agreement is titled "Memorandum of Understanding between the Ministry of Transport and Communications of Peru and the French Ministry for Europe and Foreign Affairs on Support and Assistance in the Execution of Construction Projects for Daniel Alcides Carrion Highway and Santa Rosa Road."

By signing this document, both parties express their commitment to execute the aforementioned projects.

State-of-the-art infrastructure

The future highway —also known as the New Central Highway— will link the coast with the center of the country and ease the connection with eastern Peruvian regions.

The highway will consist of four lanes, tunnels, viaducts, bridges, and is projected to benefit at least nine million people.

Likewise, it will reduce travel time, optimize the transfer of passengers and products, as well as boost import and export activities, among other benefits.

The approximate investment amounts to S/11.571 billion (about US$3.012 billion).

Technical consulting

On the occasion, a contract was signed for France to provide technical assistance —under the Government-to-Government modality— to the State-run agency Provías Nacional for the execution of the New Central Highway.

To this end, the French Government will establish a Project Management Office (PMO) in Peru.
