The
on Monday firmly condemned the aggression against Ukraine by the Russian Federation and demanded a peaceful solution to the conflict, in addition to urging immediate and permanent unrestricted respect for international humanitarian law.
"Our stance of firmly condemning the aggression against Ukraine and demanding an urgent course of peaceful resolution of the conflict is thus an expression of coherence with our own history," he expressed.
The diplomat stressed that it is also "our firm voice to demand immediate and permanent unrestricted respect for international humanitarian law, in accordance with the provisions of the
Geneva Conventions of 1949, which protect non-combatants, the population, and civilian property."
Likewise, the envoy argued that "it is essential to safeguard spaces for neutral, impartial, and independent humanitarian action."
"Peru endorses the call of the
International Red Cross to immediately address the situation of refugees and internally displaced persons; and for urgent measures to be taken so as to preserve the infrastructure, such as the water, gas and electricity systems, that supply the primary needs of the civilian population," he noted.
Urgent and historic decisions
The diplomat expressed confidence that the emergency session will adopt "historic" and "urgent" decisions.
"(…) The mere existence of conflict indicates the tasks that we must face immediately: the ceasefire, the withdrawal of the intervening military forces, the protection and assistance of the civilian population, as well as the peaceful and negotiated resolution of conflict," the envoy asserted.
"The draft resolution that this extraordinary emergency General Assembly will vote on seeks these objectives. Peru co-sponsors and supports it with the conviction that the peaceful and diplomatic solution to crises is the path that law and social ethics demand," he remarked.
"We very much hope that they can establish essential initial agreements, such as a ceasefire," he underlined.
