on Thursday urged lawmakers, senators, and deputies to approve the Government's request for delegated legislative powers, which it will submit in order to immediately begin addressing the problems affecting the country.
Likewise, the Cabinet member urged lawmakers to trust President Keiko Fujimori's administration, as well as the Cabinet's technical and political team, "which has a very clear sense of urgency."
"I also call on lawmakers, deputies, and senators to understand that if delegated legislative powers are requested, it is not because we do not respect their constitutional functions, but because we have to start working from day one," he told RPP Noticias.
Furthermore, the minister said the request is due to the urgency of resolving several problems, particularly given that congressional committees will be formed this month, "and we cannot afford to lose time, hence the need for delegated legislative powers."
El Niño phenomenon
On another matter, he indicated that during the first Council of Ministers session, the Defense sector’s head gave a clear presentation on preparedness measures for El Niño phenomenon.
"As for the measures that need to be taken, no progress was inherited. We inherited a disaster in terms of preparedness for El Niño phenomenon, despite the fact that resources had been available," Sheput explained.
Therefore, he said El Niño phenomenon will arrive when new regional and municipal authorities, who will be elected in October, take office and will have to undergo "a learning process."
"But there is already a Defense Minister and a Government that are actively working on the issue. The mechanism adopted to give it greater priority will be decided by the Council of Ministers, whether through a czar, an authority, or the Defense Minister himself. What is most important is that work started from the very beginning," he noted.
He also mentioned that President Fujimori gave specific instructions to the ministers involved in the matter to take the corresponding immediate action.
