Peru and Huawei sign agreement to train 20,000 young people in new technologies

On the first day of a State Visit to the People's Republic of China, Peruvian President Dina Boluarte visited the Huawei technology galleries, where she met with the aforementioned company's chairman, Liang Hua.

Within the framework of this meeting held on Wednesday, a cooperation agreement with this important company was signed.

It will allow 20,000 young Peruvians to be trained in new information technologies. This will help develop the highly-trained workforce the South American country needs.

This agreement was signed by Foreign Affairs Minister Javier Gonzalez-Olaechea, representing the Government of Peru, and Huawei Peru General Manager Zhang Peng, on behalf of the Chinese corporation.

Investment 

President Boluarte held a meeting with BYD Chairman, Wang Chuanfu, and visited the company's automotive division, which is revolutionizing the industry with its electric cars and buses. Its businesses include various modern energy storage systems, as well as high-quality rail transportation.

Peru's top official underscored the great advantages that our country offers to private investments.

"We are promoting zero tariffs so that we can encourage more companies to wish to invest in Peru. From the Government we guarantee a democratic country, with legal certainty, and that what is agreed upon will be respected over time," she stated.

Mrs. Boluarte invited the BYD Company to set up an assembly plant in Peru, making the most of the fact that Chancay's Megaport will be inaugurated in November, which will allow the entry of large vessels.

"We are going to build an industrial park, either in Chancay or Arequipa. This vehicle assembly industry could be set up in either of these locations. Instead of bringing copper and lithium from Peru to China, go to Peru to build your assembly industry," she emphasized.

In this regard, Transportation-Communications Minister Raul Perez Reyes said there is great interest in replacing public transportation units with electric vehicles.

Therefore, establishing an agreement with the Chinese Government to obtain a financing guarantee line is proposed.

"The idea would be that, when they visit us for APEC, this agreement can be signed to replace, in the next three or four years, a significant number of taxi vehicles that circulate through Lima or the 20,000 vehicles, each with up to 25 passengers, known as 'combis,'" Perez Reyes emphasized.

He said his office is working on a bill, together with the Ministry of Economy-Finance and Congress, to waive the import tax on electric vehicles that are intended for public transportation. This includes taxis.

In turn, Economy-Finance Minister Jose Arista recalled that Peru had signed a free trade agreement with China in 2010.

"This not only ensures zero tariffs in Peru and China for a series of products, but also provides certainty for Chinese investments in Peru," he indicated.

Similarly, Arista argued that the treaty to avoid double taxation between China and Peru might be concluded by the end of 2024.

President Boluarte also met with Zheng Yi, General Manager of ELINC-China Electronic Corporation (CEC), a company dedicated to providing industrial and electronic solutions for cybersecurity and citizen security under the "Smart City" concept.

Furthermore, Mrs. Boluarte held a protocol meeting and greeting with the host city's political authorities, among whom Shenzhen Municipal People's Government Mayor Qin Weizhong and senior representatives of the Municipal Government's Foreign Affairs Office stood out.
