The Ministry of Health (Minsa) has amended Ministerial Resolution 195-2021/Minsa to ensure that every person who provides services in different areas of the health sector has access to the first phase of COVID-19 vaccination, regardless of the nature of their employment and contractual relationship.

Additionally, the above-mentioned regulation annuls the addendum containing information for healthcare professionals on eligibility for the COVID-19 vaccine.

This is because scientific evidence —related to COVID-19 vaccines— does not show possible risks associated with special health conditions, such as allergies, reactions to food or drugs, weakened immune system (caused by cancer, HIV/AIDS, leukemia, etc.), or the application of a purified protein derivative (PPD) skin test —used to detect tuberculosis— in pregnant women, among others.

The vaccine developed by the Sinopharm laboratory —which is already in the country— contains an inactive virus, whose replication capacity has been disabled, although it retains its ability to trigger an immune response, so it can be used by people with a weakened immune system.

Research has not shown any type of risk or interaction with the SARS-CoV-2 vaccine due to the application of PPD —a diagnostic test used to detect latent tuberculosis infection.

Since December 2020, the Ministry of Health (Minsa) has implemented the plan of intervention for the detection and diagnosis of tuberculosis —which is aimed at health personnel— in order to reduce the morbidity and mortality of this disease in this very high-risk population.

Therefore, the PPD test has been so far applied to 3,644 healthcare workers in the Directorates of Integrated Health Networks (Diris) in Central, Southern, and Eastern Lima, as well as in Lambayeque and La Libertad regions, which were prioritized in the first COVID-19 vaccination phase.
