MEF: Public and private investment dynamism drives decent employment growth

The Ministry of Economy and Finance (MEF) has reported that decent employment nationwide remains on a path of sustained growth, boosted by the progress of public and private investment in key economic sectors.

"This indicator increased by 6.8% between October 2024 and September 2025, allowing more than 610,000 people to gain access to better working conditions and higher income for their families," it noted.

Economy and Finance Minister Denisse Miralles participated in the presentation of the Regional Social Protection Index – Health, Pensions, and Economically Active Population Employment.

At this event, the Cabinet member stated that, according to a National Institute of Statistics and Informatics (INEI) report, 9,653,900 Peruvians have decent employment.

The government official indicated that the country reached 6.2 million formal jobs in the third quarter of 2025.

"This result represents an annual growth of 4.6%, one of the highest rates in recent years. It reflects a country that is moving again, reactivating and regaining momentum," she indicated.

The minister highlighted that this employment growth is closely linked to economic activity recovery.

Between January and September 2025, Peru grew by 3.3%, driven by strong domestic demand and a sharp rebound in private investment, which advanced 11.4% in the third quarter, the highest rate since 2021.

"This performance is complemented by public investment, which between January and October exceeded S/44 billion (over US$14.83 billion) and recorded a 6% growth compared to the same period in 2024," Miralles pointed out.

The progress in formal employment has also led to improvements in social protection, she added.

The MEF head explained that 28% of the employed population is affiliated with Social Health Insurance System (EsSalud), while affiliation to pension systems reached 43.7%, rising 2.9 percentage points nationwide and 3.7 points in urban areas.

"Formal employment means access to healthcare and the opportunity to build a pension for old age," she emphasized.

During her speech, Minister Miralles specified that in the past year more than 250,000 people left underemployment to access decent employment.

Likewise, she highlighted the impact of the Pension Normalization Office (ONP) proportionality scheme, which has allowed, for the first time, 55,928 people who contributed between 10 and 20 years to receive a pension.

"It is a deeply humane measure that recognizes the effort of thousands of workers," she added.

The minister stressed that the government continues implementing measures to strengthen formal employment, such as promoting projects through the Special Investment Monitoring Team, which has approved 122 permits in sectors including mining, transportation, electricity, hydrocarbons, health, agriculture, and education.

She reported that the debureaucratization shock has allowed the authorization of 463 measures to simplify procedures and accelerate projects, in addition to the recent approval of guidelines that strengthen the implementation of constructive silence.

Minister Miralles reminded attendees that these actions are part of the 2024–2030 National Competitiveness and Productivity Plan. It guides the Peruvian State's efforts to develop talent, foster innovation, expand access to financing, reduce additional costs, and improve regulation nationwide.

"We want each region to have the capacity to attract investment, generate formal employment, and improve the quality of life of its population," she underlined.

Moreover, the high-ranking official stated that regional competitiveness is key to consolidating economic recovery.

The Cabinet member also underscored the leadership of Lima Metropolitan Area, Callao, Arequipa, Tacna, and Moquegua regions in competitiveness and human capital indexes.

"These actions are part of a national strategy that combines competitiveness, productivity, and social protection, with the aim of ensuring that every Peruvian has access to sustainable opportunities and a life with greater security and dignity," she concluded.
