EU observer mission to start arriving in Peru for 2020 parliamentary elections

Members of the European Union (EU) Observation Mission for Peru's extraordinary parliamentary elections will start to arrive in the South American country this week, EU Ambassador to Peru Diego Mellado informed on Monday.

"We will have more than 60 observers deployed in the country, in all regions (…)," Mellado told Radio Nacional.

There will be —at least— two observers in each Peruvian region, who will monitor the rallies, as well as speak with authorities and candidates by carrying out a neutral and unbiased task, the ambassador said.

They are European citizens with experience in electoral processes. This group's members are called long-term observers. A week before the elections, other people will come along with 10 or 12 European deputies.

"In total, we will have more than 100 observers," the diplomat expressed after mentioning that the mission will be led by a Member of European Parliament (MEP), who will be elected in the coming days.

"The European Parliament submits a proposal to the European foreign minister, the high representative for foreign policy, Josep Borrel, and he will make the decision," he added.


"We must be neutral, impartial: the objective is not to oversee the act, but to report what has not worked well, what has worked, and provide recommendations," Mellado stated.

The mission report will be issued at the end of the process.

Noting that Peru is a country with a democratic trajectory, he recalled that the EU was previously invited to observe elections (in 2011 and 2016) and knows the technical capacity, as well as the political will to organize good electoral processes.

"I think the process will go pretty well," he concluded.
