Peru: Government seeks decentralized interventions to speed up reconstruction

Authority for Reconstruction with Changes (RCC) Chief Edgar Quispe on Wednesday announced the Government has authorized decentralized interventions —worth S/1.5 billion; or around US$456 million— to speed up the reconstruction process in regions hit by "Coastal El Niño" climate phenomenon last year.

"The transfer is going to benefit projects whose technical dossier is being developed or is already in place," he underlined.

According to the RCC head, extraordinary measures are required given that Coastal El Niño phenomenon was an extraordinary event.

For this reason —he added— the RCC is working in cooperation with executing agencies and the Economy and Finance Ministry to speed up the investment system and recruitment process, apply new recruitment and implementation methods, thus speeding up the reconstruction process.

Additionally, the central aim of the measures underway is to eliminate a few unnecessary processes and shave 12 to 13 months off the project cycle time from the conception of the idea to the end of the works.

This is an important proposal —Quispe said— as it will help disaster-affected populations restore the lost services in a short time.

His statements were made at a press conference of the Council of Ministers led by Prime Minister Cesar Villanueva.
