Peru's Prime Minister Cesar Villanueva said that reconstruction and economy-related topics will be prioritized as he presents the Executive Branch's request for special legislative powers and seeks Congress' confidence vote.
Villanueva said he has met with all political parties in
Congress before his presentation —scheduled for Wednesday, May 2.
During the meetings, the Executive Branch outlined its ideas and gathered many others from
political parties.
"Let's prioritize (the special legislative powers) because we don't want a large package, but those (powers) to legislate on matters requiring urgent action such as
reconstruction, a few economic issues, and those we consider important," he told local news station Canal N.
As for reconstruction of areas battered by Coastal El Niño, he said the process received bad reviews because it was quite slow and led to duplication of functions.
"Now, we've worked hard to provide an expeditious, efficient, and transparent mechanism," Villanueva stated.
In this sense, he said it is not about turning the Authority for
Reconstruction with Changes (RCC) into a project-executing agency because that is what regional and local levels of Government —as well as other options like international tenders— are for.
Villanueva went on to add that RCC chief Edgar Quispe will continue to lead this agency, thus restoring the Executive's confidence.
