Foreign Affairs Minister Carlos Espá participated in the Asia-Pacific Economic Cooperation (APEC) Ministerial Meeting, which brought together representatives of all 21 member economies.
Likewise, the government official promoted an agenda focused on economic formalization and regional cooperation in response to the El Niño phenomenon.
The meeting was held virtually on November 3 as part of preparations for the 2026 APEC Economic Leaders' Meeting, scheduled to take place in Shenzhen, China, on November 18–19.
During the session titled "Work Towards an Asia-Pacific Community," Minister Espá stressed the need to ensure that openness, innovation, and cooperation translate into tangible benefits for the population.
The Cabinet member also reaffirmed Peru's commitment to the Putrajaya Vision 2040 and recognized China's leadership in guiding the Forum's work during its presidency this year.
Lima Roadmap
One of the main topics discussed was the implementation of the Lima Roadmap to Promote the Transition to the Formal and Global Economies (2025–2040), adopted during Peru's APEC Presidency in 2024.
This instrument, whose implementation period extends through 2040, seeks to overcome barriers that make it difficult for workers and businesses to join formal markets.
Thus, it favors access to social protection, higher productivity, as well as new business opportunities for micro, small, and medium-sized enterprises.
Preparedness for El Niño
Another issue addressed was preparedness for natural disasters, particularly the risks associated with El Niño phenomenon, as well as its effects on agriculture, fishing, infrastructure, and supply chains.
In this regard, the Foreign Affairs Minister noted that prevention and risk management are essential to sustaining economic growth.
The Cabinet member also expressed Peru's interest in deepening technical cooperation through APEC's Emergency Preparedness Working Group.
Finally, Espá reiterated Peru's willingness to continue working with the Forum's other member economies and follow up on the commitments made during APEC Peru 2024.
In this regard, he noted that Peru will once again hold the APEC Presidency in 2034, providing an opportunity to continue contributing to the region's integration and development goals.
