Peru's Congress Chair: Confidence motion rejected within framework of Constitution

The Chairman of Congress Jose Williams Zapata on Friday pointed out that President Pedro Castillo cannot interpret in a contrary manner the decision by Parliament's Board to flatly reject the motion of confidence presented to repeal Law No. 31399, which regulates the referendum.

"The President of the Republic cannot attribute an interpretation contrary to what the Constitution and the Regulations of Congress indicate; doing so would lead to an unconstitutional dissolution of Congress," Williams Zapata said in a message addressed to public opinion.

The lawmaker affirmed that the flat rejection of said motion has been expressed by the Board in strict application of the attribution conferred by Article 86, Subparagraph D, of Parliament's Regulations.

Therefore, the legislator emphasized that there is no factual denial of confidence motions and reiterated, in accordance with Law No. 31355, that the Head of State cannot interpret the meaning of the decisions adopted by Congress.

Similarly, he indicated that Parliament's Board will use constitutional tools for the institutional defense of Congress and the rule of law.
