Peru-Bolivia Binational Cabinet agreements revealed

Peruvian President Pedro Pablo Kuczynski and Bolivian counterpart Evo Morales on Friday signed the Declaration of Lima to round off the countries' 3rd Binational Cabinet held on the occasion.

By adopting this Declaration, the Presidents of Peru and Bolivia: 

-noted the high level of bilateral relations, based on deep historical ties.

-acknowledged the impetus provided by Binational Cabinets —the highest-level mechanism of political dialogue between the two countries.

-welcomed the progress made in realizing commitments included in the Sucre Action Plan.

-greeted the new CEO of Binational Autonomous Authority of Lake Titicaca, Desaguadero River, Lake Poopo and Coipasa Salt Flat.

-noted governments' efforts against illegal mining activity in the Suches River basin.

-reiterated their commitment to foster growth with social inclusion.


-agreed to bolster dialogue in fields of culture and education.

-agreed to strengthen the mechanism of consular and migratory consultations and reject discrimination, xenophobia, and policies that criminalize immigrants.

-expressed their readiness to continue strengthening bilateral mechanisms to build mutual confidence.

-reiterated their pledge to enhance coordination and joint efforts to combat corruption.  

-ratified their need to engage in actions that prevent and face threats related to transnational organized crime and strengthen police, as well as judicial cooperation.

-highlighted activities to encourage cross-border trade, as well as the progress and commitments made by both countries in terms of prevention and interdiction to fight drug trafficking.

-expressed their interest in increasing trade, investment, and tourism —key elements to boost economic and social growth in both nations. 

-expressed their satisfaction with the commitments made to strengthen micro and small-sized enterprises, promote trade, and open up markets for value added products.

-expressed interest in implementing Ilo agreements signed in January 1992, which remain in full force. 


-committed to promoting the use and development of Ilo Port by building strategic partnerships. 

-decided to continue making substantial progress on physical integration in favor Amazon populations and those of the High-Andean Plateau.

-noted their commitment to complete preliminary studies for the construction of cross-border assistance centers in Thola-Kollo (Bolivia) and San Lorenzo (Peru).

-acknowledged the role of energy in comprehensive, economic and social development. 

-decided to form a ministerial working group to create an action plan aimed at consolidating hydrocarbon integration for the benefit of their peoples.

-reiterated their willingness to continue working on the Bi-oceanic Railway Corridor project.

-expressed their willingness to deepen cooperation ties so as to develop peaceful applications of nuclear technology.

-Likewise, the Republic of Peru expressed its solidarity and understanding over Bolivia's demand for sea access.
