The Public Ministry on Friday night announced the start of an investigation into the audios recordings in which imprisoned Vladimiro Montesinos —the former advisor to Alberto Fujimori's Government (1990-2000)— speaks of conspiring and involving National Election Board (JNE) members in illicit actions.

Via Twitter, the Attorney General's Office reported that the case was referred to the Second Transitory Supreme Prosecutor's Office Specialized in Crimes committed by Public Officials, in charge of Bersabeth Revilla.

The Public Ministry reminded citizens that National Election Board (JNE) members are not included among the civil servants with the prerogative of constitutional pre-trial established in Article 99 of the Constitution.

Last Thursday, former Congressman Fernando Olivera presented various audio recordings in which Montesinos is heard talking with another person to whom he gives instructions on various actions aimed at ensuring certain decisions in the highest electoral system body.

In one of those clips, he is heard requesting that money be delivered to National Election Board (JNE) members.

On Friday, the Peruvian Navy confirmed that the former presidential adviser —jailed at Callao Naval Base— in fact made phone calls to numbers for which he had not had any authorization.

About Montesinos

Vladimiro Montesinos was the long-standing head of Peru's intelligence service (SIN), under former President Alberto Fujimori (1990-2000).

In 2000, secret videos —which he had recorded— were televised that showed him bribing an elected congressman to leave the opposition and join the Fujimorist side of Congress.

The ensuing scandal caused Montesinos to flee the country and prompted the resignation of Fujimori.
