Peru PM: Building decentralized, united country is the major challenge

Prime Minister Cesar Villanueva on Thursday affirmed the current major challenge is to build a decentralized but united country, noting centralism has created inequality in Peru.

According to the Cabinet chief, it is the first time in Peruvian history that a President (Martin Vizcarra) has also been a Regional Governor. As is known, Vizcarra served as Governor of Moquegua region, whereas Villanueva held a similar post in San Martin.

Likewise, he said, there is nowadays a strong focus on how to: build a country, serve the population, as well as balance territorial management with national policies. 

"(…) We still have to incorporate a territorial perspective that would help us better understand each part of the territory," he expressed. 

Given the Inca country's diversity, regional management models should be developed in order to meet the areas' specific needs while relying on a territorial development approach. 

Furthermore, Minister Villanueva indicated the creation of regional funds —along with national funds— would help establish priorities in the regions

"The good thing is that in these few months, we've been part of the administration, we have been undertaking efforts to decentralize investments (and) travelling to regions. However, that is not enough," Villanueva stressed. 

"We have to look for mechanisms that, as a permanent policy, can be applied to the decentralization process," he added. 

Remarks were made during the inauguration of the Regional Development Agencies' International Seminar "Creating Development from the Regions."
