The measure was ordered by the Eleventh Preparatory Investigation Tribunal of the Superior Court of Justice in Callao.
It was headed by Judge Edie Solorzano, following a request from the Third Specialized Provincial Prosecutor's Office for Corruption Crimes by Officials in Callao.
The judicial ruling also authorized raids, residential and personal searches, the seizure of assets, and the lifting of communications and banking secrecy of those under investigation, as part of the probe into the case known as "Los Socios del Callao" (The Associates of Callao).
According to the Public Ministry (Prosecutor's Office), a suspected criminal organization—allegedly led by Ciro Castillo Rojo and Callao Region Government officials— is said to have operated during 2023, steering more than 60 public procurement contracts within the regional administration for an amount exceeding S/1.4 million (about US$433,181), while circumventing the legally established selection processes.
