Juan Manuel Cavero Solano was sworn in as the new Minister of Justice and Human Rights in a ceremony led by
Cavero Solano replaces Juan Jose Santivañez, who resigned the post on Wednesday to run in the upcoming 2026 general elections.
The latter assumed office on August 23, 2025.
The new minister pledged to carry out duties without engaging in acts of corruption.
The ceremony was attended by Prime Minister Eduardo Arana and the other members of the Ministerial Cabinet.
It was held at the Government Palace in the Peruvian capital, Lima.
Background
Cavero Solano holds a degree in Law and Political Science from the University of Lima and has extensive experience in public administration.
The new minister had been serving as Chief of the Advisory Cabinet at the Ministry of Justice and Human Rights since May 29, 2025.
Previously, he served as National Director of Internal Legal Advisory at the National Superintendence of Tax Administration (Sunat), Central Manager of Legal Advisory at the Municipal Strategic Projects Support Company (Emape), Manager of the Legal Advisory Office at Callao Region Government, and Deputy Director of Sanctions at the Urban Transport Authority for Lima and Callao (ATU), among others.
He holds a master's degree in Public Management from the University of the Pacific, along with specialized studies in Municipal Management, Business Management with Information Technology, Business Intelligence, Program and Project Management and Evaluation, and Administrative Law.
