Peru: Gov't approves Second Agrarian Reform guidelines

The Peruvian Government has approved the Second Agrarian Reform guidelines, which are intended to sustainably increase income and quality of life of producers in family, cooperative, community, and corporate farming.

Said guidelines —approved by Supreme Decree No. 022-2021-MIDAGRI published on Tuesday in the Official Gazette El Peruano— aim to promote coordinated actions at different levels of government with a territorial and multisectoral approach, within the framework of the Government's General Policy for the 2021-2026 period.

The regulation states that the national Government, as well as regional and local governments, are called to participate in the implementation of the Second Agrarian Reform under a territorial approach and with a multisectoral perspective.

The following guidelines are prioritized to meet the objective of the Second Agrarian Reform: 

1. Guideline 1: Implement a new way of governance for farming and rural areas.

2. Guideline 2: Encourage more and better markets for family farming and food security.

3. Guideline 3: Encourage farming industrialization and productive transformation of the countryside.

4. Guideline 4. Generate water security and encourage development of irrigation infrastructure in a planned and prioritized manner throughout the territory, with a basin approach, and meeting the demand, mainly from family farming.

5. Guideline 5: Encourage change and technological innovation, promotion of services, as well as agrarian and forestry development.
