The Executive Branch has designated Juan Isaias Samanez Bilbao as Deputy Minister of Mines at the
Ministry of Energy and Mines (Minem), replacing Carlos Wilson Talavera Flores in the post.
Supreme Resolution No. 008-2026-EM, published in the Official Gazette El Peruano on Thursday, appointed Juan Samanez Bilbao as Deputy Minister of Mines, a trust-based position.
Likewise,
through Supreme Resolution No. 007-2026-EM, the designation of Carlos Talavera Flores—who had led the Deputy Ministry of Mines since November 2025—was concluded.
Thus, he was thanked for the services rendered.
Both supreme resolutions were signed by President of the Republic, Jose Jeri Ore, and Minister of Energy and Mines Luis Enrique Bravo de la Cruz.
