The Executive Branch has officialized the regulation granting the active extradition request for Cesar Jose Hinostroza Pariachi from the Kingdom of Belgium, so that he may be tried in Peru for the alleged commission of the crime of generic active bribery in connection with his escape from the country.

Supreme Resolution No. 254-2025-JUS was approved by the Council of Ministers and published in the Legal Regulations bulletin of the Official Gazette El Peruano on Thursday.

It specified that the Supreme Court of Justice's Permanent Criminal Chamber declared admissible the active extradition request for Hinostroza Pariachi.

The request was submitted by the Third Permanent Supra-Provincial Preliminary Investigation Court Specialized in Corruption Crimes by Public Officials, of the Superior Court of Justice in Tumbes.

The extradition request is granted in accordance with the Extradition Convention and Additional Declaration between the Republic of Peru and the Kingdom of Belgium, in force since 23 October 1890, and its extension in force since 29 August 1961.

It is also approved in accordance with the United Nations Convention against Transnational Organized Crime (Palermo Convention), signed by the Republic of Peru and the Kingdom of Belgium, among others.

Hinostroza Pariachi escaped the country in October 2018 through the Tumbes Binational Control while facing a criminal proceeding, including preventive detention, for the alleged crime of generic active bribery in the case known as The Port’s White Collars.
