Peru approves new bidding requirements for Piura gas project

Peru’s Ministry of Energy and Mines (MEM) approved the new requirements bidders have to comply with for the awarding of the project that seeks to expand gas distribution in Piura, which should be ready by March.

Announcement was made by MEM’s Directorate General of Hydrocarbons (DGH), which pointed out the process will not involve a tender or public bidding, so MEM will carefully monitor compliance with legal procedures.

Last Friday, Energy Deputy Minister Edwin Quintanilla declared the previous process invalid and decided the relevant administrative body would issue new regulations so that the two companies involved can present their proposals.

These new guidelines were notified to competing companies on Tuesday 3 February 2015.

MEM previously launched a natural gas distribution concession call and two companies expressed interest. 

Gases del Norte del Peru (GNP) and Sechura Oil & Gas submitted their applications, and the next step was to shortlist one of them, consistent with the existing administrative procedure, prior to the granting of the concession.
 
The shortlisted bidder, Sechura Oil & Gas, was announced on 5 November 2014. (It should be noted this is not the granting of the concession).

The next step was to make thorough assessment of the company’s file.
 
However, Gases del Norte del Peru (GNP) filed a motion to appeal that decision, which triggered the alert of MEM, since this could result in an indefinite postponement, something that would have harmed the legitimate interests of Piura’s population.
