Government confirms Alfredo Ferrero as Peru's Ambassador to the United States

The Peruvian government confirmed former Minister of Foreign Trade and Tourism Alfredo Santiago Carlos Ferrero Diez Canseco as Peru's Ambassador Extraordinary and Plenipotentiary to the United States of America.

Supreme Resolution 164-2025-RE, published today in the Legal Standards section of the Official Gazette El Peruano, specifies that the President of the Republic has the power to appoint ambassadors and ministers plenipotentiary, with the approval of the Council of Ministers and with the obligation to report to the Congress of the Republic.

Likewise, through Supreme Resolution 165-2025-RE, constitutional lawyer Carlos Guillermo Hakansson Nieto was confirmed as Peru's Ambassador Extraordinary and Plenipotentiary to the Republic of Costa Rica.

The decree grants him full powers and is signed by President José Jerí and Foreign Minister Hugo de Zela.

Finally, through Supreme Resolution 166-2025-RE, retired Ambassador Javier Manuel Paulinich Velarde, a member of the Peruvian Diplomatic Service, was appointed Ambassador Extraordinary and Plenipotentiary of Peru to the Republic of India.

The resolution specifies that the appointment is made in accordance with Law 27594, which regulates the participation of the Executive Branch in the appointment and designation of public officials.

Both Alfredo Ferrero and Carlos Hakansson held positions of ambassadors to the United States of America and Costa Rica respectively, respectively, until October 22, 2025.
