Foreign Affairs Minister Hugo de Zela on Wednesday announced that Peruvian citizen Marco Antonio Madrid Martinez, who had been detained in the neighboring country of Venezuela, was released this morning.

"I wanted to begin by sharing some news that greatly pleased us this morning. Several Peruvians had been detained in Venezuela; earlier today we were informed that Mr. Marco Antonio Madrid Martinez has been released. Thus, he is already in contact with our consular authorities," he told reporters.

Minister De Zela made the announcement at a conference prior to the signing of an agreement between Peru's Foreign Affairs Ministry and the Organization of American States (OAS) regarding the work of international electoral observation missions in the framework of the 2026 General Elections.

In this regard, the high-ranking official explained the government's objective is to ensure that the elections are fully transparent and allow Peruvians to express their will through the vote.

Regarding President Jose Jeri's meeting with a Chinese businessman outside the official schedule, the minister urged caution, calling for no hasty conclusions to be drawn.

Similarly, the diplomat called on citizens to wait for the explanations the Head of State will provide before Congress' Oversight Commission.

He also noted that the government is holding consultations with other OAS member states to assess whether the Inter-American Juridical Committee can provide guidance on the application of the Caracas Convention in this case.
