Details on announcements made by Peru's President in recent Address to the Nation

During her recent Address to the Nation on the occasion of Peru's 202nd Independence Day Anniversary, on July 28, the President of the Republic Dina Boluarte provided projections for all government sectors. This article summarizes the most important announcements.

El Niño phenomenon

• The Multisectoral Plan to face the impact of global 'El Niño' considers an investment of S/1.769 billion (about US$492.6 million) to execute 617 preventive actions in critical spots located in the 7 regions where a state of emergency has been declared. To this end, the purchase of the necessary machinery and equipment is underway.

S/320 million (about US$89.1 million) will be allocated to the Ministry of Housing to respond to an eventual emergency.

S/975.8 million (about US$271.7 million) has been allocated to the Ministry of Agrarian Development and Irrigation so that, through the National Water Authority, it can execute 516 cleaning and clearing works along rivers in the shortest possible time.

Health sector

• The construction and equipping of six provincial hospitals and 15 health centers in 8 regions across the country will be completed this year, with an investment of S/1.134 billion (about US$315.7 million), which will benefit more than 700,000 inhabitants.

• A call to fill 45,000 permanent positions for healthcare personnel. S/128 million (about US$35.6 million) will be invested for the training of 1,647 new specialist physicians.

• The acquisition of 777 ambulances for the pre-hospital care network nationwide, with an investment of S/35 million (about US$9.74 million).

• In the next two months, 28 community mental health centers will be put into operation, as well as 307 others for next year, with an investment of S/177 million (about US$49.2 million).

Security and Defense
 
• The presentation of five bills to improve the performance of State agencies and to meet the population's basic needs.

• A bill to create the Public Order and Safety Police category to strengthen public safety.

• The presentation of a bill to modify various articles of the Criminal Code in order to strengthen the fight against corruption within the prison system.

• The acquisition of a radar plane and a radar system to detect boats and planes violating national territory and carrying irregular cargo, especially in the Valley of Apurimac, Ene, and Mantaro Rivers (Vraem) area.

Pensions

• A bill for the establishment of a new pension system, so that all Peruvians over the age of 18 have a pension plan or fund.

Financial inclusion

• By the end of 2023, more than 12 million free digital ID bank accounts will be created at Banco de la Nacion (Bank of the Nation), to expand financial coverage.

MSEs 

• The recovery of more than 200,000 micro and small-sized enterprises will be financed through S/3 billion (about US$835.4 million) in credits, through the Business Support Program for MSEs (Impulso Myperu).

• In the fourth quarter of this year, an improved extension of the Reactiva Peru (Reactivate Peru) program will be launched, offering competitive interest rates.
