that the Armed Forces will temporarily lead security and internal order operations, supported by the Peruvian National Police, during states of emergency.
Speaking about the main security measures, she announced that her administration will make use of all the tools provided by the Constitution to act wherever organized crime, drug trafficking, and illegal mining have wrested control from the Peruvian State.
The Head of State indicated the purpose of these measures will be "to reclaim every neighborhood, every highway, and every public space for Peruvian families" in response to the spread of these crimes.
"During states of emergency, the Armed Forces will temporarily assume leadership of security operations and internal order, in close coordination with the National Police, until the State's authority has been fully restored and those territories have been returned to citizens," Fujimori expressed in her address to the Nation.
Strengthening the National Police
The president said another of her administration's priorities will be to comprehensively strengthen the Peruvian National Police, restoring to the institution "the respect, equipment, and political support" it needs to firmly fulfill its mission of protecting Peruvians.
"We will promote an ambitious technological modernization process for the Police, including interconnected nationwide video surveillance systems, artificial intelligence platforms to anticipate and map crime, modern communication tools, and command centers that enable a rapid and coordinated response to crime," she announced.
The top official stressed that the fight against insecurity will focus not only on common crime, but also on national and international criminal organizations that finance crimes such as extortion, contract killings, drug trafficking, and illegal mining.
In this regard, the Head of State announced the strengthening of intelligence systems to dismantle those organizations by targeting their ringleaders and economic structures.
Sanctions for corrupt police
The president said her administration will be relentless with those who betray the National Police uniform.
The Head of State noted that no member of the institution who collaborates with criminals will find protection under her administration, but will instead be held accountable before the courts "to the fullest extent of the law."
"At the same time, we will establish a permanent merit-based recognition system for police personnel who risk their lives every day to protect ours. We aspire to build a police force where exemplary conduct is recognized, honesty is respected, and commitment to the law is a source of national pride," Fujimori explained.
In this section of her address to the nation, the top official also announced that flagrante delicto units will be strengthened and expanded.
In addition, she said her administration will undertake a comprehensive prison reform so that penitentiary centers once again become places of incarceration "rather than operational centers for organized crime."
