to optimize the implementation of standardized engineering and construction contracts and raise standards for public works execution nationwide.
"Today we are taking a decisive step toward a more modern, efficient, and transparent State. This is not merely a cooperation agreement; it is a clear political decision by the government to raise the standards for how we plan, procure, and execute the projects the country needs," the government official stated.
The partnership is part of the gradual implementation of standardized engineering and construction contracts, in line with the provisions of Law No. 32069, the General Public Procurement Law, and its implementing regulations.
These frameworks—including collaborative models such as FIDIC contracts—enable better risk allocation, greater execution predictability, and more efficient complex project management.
Minister Miralles underscored that Peru faces the challenge of closing historic infrastructure gaps and improving the quality of public services, a task that requires not only greater resources but stronger management tools.
"We want a State that not only invests more, but invests better. One that does not merely comply with procedures, but delivers results. When we strengthen the capacities of our technical teams, we are investing in the State's most important asset: its people," the Cabinet member said.
She added that, as the implementing arm of the United Nations system, UNOPS will provide specialized technical assistance to strengthen institutional capacities in public procurement, infrastructure, and project management, promoting international standards, knowledge transfer, as well as best practices in transparency and accountability.
The government official indicated that the agreement will make it possible to support public entities in developing technical capacities related to standardized contract management, contributing to a more professional and predictable implementation of the new public procurement regulations.
