Peru: Government announces additional measures to guarantee gas service in households

Prime Minister Denisse Miralles on Friday stated the government remains in permanent session to address the energy contingency following the deflagration in Megantoni, Cusco region, southeastern Peru.

Likewise, the high-ranking official announced additional measures to guarantee gas service for more than 2 million households and the continuity of essential services.

Within this framework, the Cabinet chief reported that President Jose Maria Balcazar and State ministers will travel to Megantoni district, Cusco region, on Saturday.

The purpose of the visit is to directly supervise repair work at KP 43 and the restoration of natural gas transportation.

The Cabinet member said that, in response to the supply emergency, the government has ordered a natural gas rationing process to ensure the resource reaches those who need it most first.

"The measure will prioritize the supply for more than 2 million households that depend on this resource for their daily lives," Miralles pointed out.

"The rationing allows the use of gas to be organized, optimizes its distribution, and ensures supply during the emergency, placing families and essential services such as health care, mass public transportation, and other essential industries at the center," she added.

The measures adopted by the government are as follows:

Additional measures for Lima and Callao 

• The government remains in permanent session to address the energy contingency, adopting additional measures for Metropolitan Lima and Callao region to guarantee gas service for more than 2 million households and ensure the continuity of essential services.

This morning, the government prioritized actions together with the Ministries of Energy and Mines, Production, Economy, Education, and Labor, as well as oversight measures to prevent speculation in the fuel market.

The President of the Republic and State ministers will travel to Megantoni district, Cusco region, on Saturday to directly supervise repair work at KP43 and the restoration of natural gas transportation.

In response to the supply emergency, the government has ordered a natural gas rationing process with a clear objective: to ensure the resource reaches those who need it most first.

The measure prioritizes the supply for more than 2 million households that depend on this resource for their daily lives.

The rationing makes it possible to organize gas use, optimize its distribution, and ensure supply during the emergency, placing families and essential services such as health care, mass public transportation, and other complementary industries at the center.

Energy measures to ensure supply

A legal instrument will be approved to allow the release of fuel reserves to reinforce domestic supply. The Ministry of Energy and Mines will authorize this release, as well as the flexibilization of fuel blending with biofuels and other requirements in hydrocarbon production so as to expand availability in the market.

Natural gas rationing will ensure supply for essential activities such as health care, food industries, basic services, telecommunications, transport and logistics, the financial system, the continuity of the electoral process, as well as internal security and public order.

Family protection measures

The Energy Social Inclusion Fund (FISE) voucher for the purchase of a 10-kg gas cylinder will be increased. The voucher will rise from S/20 (about US$5.82) to S/30 (about US$8.74) for a period of 30 days. The measure will benefit 1.3 million households, representing approximately 5 million Peruvians.

Support measures for transport sector

A compensation measure will be implemented for taxi drivers with vehicles converted to run on natural gas.

The Peruvian State will cover the minimum monthly payment on conversion loans during the contingency period. This cost will be assumed by the Treasury for the benefit of 165,000 converted vehicles.

Labor and economic continuity measures

Telework will be implemented in the public sector in Lima and Callao during the contingency period.

Private sector companies will be encouraged to adopt telework modalities.

The bringing forward of vacations will be encouraged in affected industries.

Measures in education

• Remote classes will be implemented at all education levels in Lima and Callao for one week. The measure will apply to schools, institutes, and private universities.

Control and oversight to prevent speculation 

The National Institute for the Defense of Competition and Protection of Intellectual Property (Indecopi) will intensify monitoring at fuel stations to prevent speculation and fuel hoarding.

The Supervisory Agency for Investment in Energy and Mining (Osinergmin) will reinforce oversight of fuel supply and distribution.

The Consumer Protection Code will be clarified to establish that hoarding during emergency situations constitutes a serious violation, subject to corresponding sanctions.
