Peru President: Regulatory change to speed up infrastructure works

The soon-to-be proposed regulatory change will speed up the execution of reconstruction works in regions hit by Coastal El Niño phenomenon in 2017, President Martin Vizcarra affirmed Thursday.

In this sense, the Head of State reaffirmed that Prime Minister Cesar Villanueva will propose said legislative change on May 2, as he sets out his administration's guidelines and requests Congress' confidence vote.

The Head of State currently pays a visit to northern Lambayeque region within the framework of State-run Reconstruction with Changes program.

According to the Peruvian leader, the reconstruction of schools, hospitals, bridges, roads, and irrigation channels should not take too long, since it is not about new infrastructure, but restoration.

"As is known, the new infrastructure has to follow a procedure, but when it comes to repairing infrastructure damaged by a natural phenomenon, the process is much faster, and that is what we are monitoring," the statesman noted.

While in Lambayeque, Mr. Vizcarra —and his wife Maribel Diaz— had breakfast with a group of children at a local preschool in order to supervise the progress of State-run Qali Warma school food program.

Qali Warma delivers breakfast and lunch to Peruvian public school students from underprivileged areas, especially those residing in native communities.

In this regard, he stressed this program is "extremely necessary," since many families do not have enough resources to feed their children in the morning.

"It is the (education) sector's responsibility that all children are well nourished, thus guaranteeing an appropriate level of learning (…)," Mr. Vizcarra told State-run channel TV Peru.

President Vizcarra was joined by Prime Minister Cesar Villanueva, as well as Development and Social Inclusion Minister Liliana La Rosa on the occasion.
