President Boluarte arrives in France for bilateral meetings to attract investment to Peru

The President of the Republic of Peru, Dina Boluarte, arrived in the French city of Nice, where she will participate in the official activities of the Third United Nations Ocean Conference (UNOC3), an event that includes a series of bilateral meetings aimed at attracting investment to Peru.

Her presence at this important international forum is in line with the constitutional mandate that grants her the role of Head of State and representative of the Nation.

Mrs. Boluarte is responsible for directing the Government's general policy, which includes overseeing economic and investment policies.

In this context, the Peruvian Head of State will hold a working meeting with the President of the French Republic, Emmanuel Macron, at which they will address key issues on the bilateral agenda.

These include progress in Peru's OECD accession process and the promotion of new French investments in the South American country.

With regard to investment, emphasis will be placed on the positive experience with France through Government-to-Government (G2G) agreements for the implementation of investment projects that contribute to reducing the infrastructure gap and fostering national development.

In the infrastructure sector, Peru has signed two G2G agreements with France for the development of the new Central Highway and the Santa Rosa Expressway, including investments worth US$6.4 billion and US$457 million, respectively.

Additionally, the construction and rehabilitation of the Sergio Bernales Hospital, in Lima, and the Antonio Lorena Hospital, in Cusco, stand out, with a total investment worth US$270 million, benefiting over 1.3 million people.

Recently, addenda were signed for the Goyeneche Hospital project in Arequipa (US$140 million) and the Manuel Nuñez Butron Hospital project in Puno (US$106 million).

In the energy sector, three major projects have been awarded to the French company Engie, which will increase energy supply along the Aguaytia–Pucallpa, Tarma–Chanchamayo, and Huaraz sections.

These projects represent a total investment of US$127 million, benefiting 700,000 people in Ancash, Junin, and Ucayali regions.

Likewise, they will address the conclusion of negotiations on the Double Taxation Avoidance Agreement, as well as cooperation on security and the fight against drugs, among other matters of mutual interest.


At that event, the Head of State will officially deliver the ratification instrument of the Multilateral Convention to Implement Tax Treaty Related Measures to Prevent Base Erosion and Profit Shifting (BEPS MLI).

During the gathering, the top official will reaffirm Peru's commitment to the OECD accession process and convey the Government's expectations regarding Mr. Cormann's upcoming visit for the launch of the OECD Economic Survey: Peru 2025, scheduled for September this year.

The Peruvian Head of State will also hold a meeting with the UNCTAD Secretary-General Rebeca Grynspan, with the aim of promoting deeper bilateral cooperation, reiterating Peru's commitment during its Presidency of the Group of 77 and China, as well as addressing preparations for the 16th Session of the UNCTAD Ministerial Conference (UNCTAD 16).

Finally, an audience is scheduled with United Nations Environment Programme (UNEP) Executive Director Inger Andersen to discuss progress in negotiations on an international treaty on plastics and the KIGALIMA Initiative, as well as other priority issues on the global environmental agenda.

Ocean Conference

It should be noted that President Boluarte will participate in UNOC3 on June 9.


The conference aims to promote urgent actions for the conservation and sustainable use of the oceans, in line with the achievement of the 2030 Agenda's Goal 14.

It will also foster international cooperation, the exchange of experiences, and the formation of alliances among governments, the private sector, civil society, and local communities, while promoting gender perspective and the role of women in ocean sustainability.
