Peru's President: We will work day and night to restore principle of authority

The President of the Republic, Jose Maria Balcazar, on Monday stated he will work day and night leading the Executive Branch to restore the principle of authority, as well as to confront the delinquency and crime affecting various sectors of Peru.

This statement was made during the enactment of the National Citizen Security and Fight against Crime Plan 2026–2028, held this morning.

"I reaffirm my commitment, working day and night, despite my age, to restore the principle of authority that the country needs," he expressed.

The Head of State received the latest police reports on 801 operations that led to the arrest of 96 Peruvians and 149 foreign nationals, as well as the seizure of 30 firearms and the dismantling of 47 gangs, among other actions.

In that regard, the top official said that since assuming the Executive Branch leadership, "there are signs from the government to counter the wave of crime affecting the country."

"With that perspective, we will guarantee peaceful elections and we will do everything possible to ensure that the losers respect the winner. The National Elections Board is aware that we have provided the funds so there can be no claim that any act necessary to conduct this election could not be carried out," he said.

Plan

Regarding the National Citizen Security and Fight against Crime Plan 2026–2028, the President said this document sets out the general frameworks for how the Peruvian State must confront delinquency and crime with the law and the instruments of democracy.

The Head of State stated that this plan may be readjusted in the future in order to fight this problem across all sectors, not only the Peruvian National Police, but also the Judiciary and the Public Ministry (Prosecutor's Office).

"We will also convene the country's authorities because we must have a Plan B so that criminals, sometimes very seasoned, do not slip away within this State strategy plan that responds swiftly and strengthens the principle of authority," he added.

He also explained that citizen insecurity is one of the main concerns of this administration because society needs peace and tranquility.

"Yes, it can be done. I am convinced that when people work as a team, results can be achieved," he pointed out.

Implementation

The National Citizen Security and Fight against Crime Plan 2026–2028 was approved through Supreme Decree No. 001-2026-IN, published today in the Legal Regulations bulletin of the Official Gazette El Peruano.

Its purpose is to organize, articulate, and guide the State's actions in terms of citizen security through the definition of strategic objectives, intervention pillars, operational phases, institutional responsibilities, intersectoral coordination mechanisms, as well as follow-up and evaluation systems.

This aims to protect the population from threats to their security and guarantee the full protection of fundamental rights, particularly the right to life, integrity, and personal security.

It is mandatory for the three levels of government and for all entities that make up the National Citizen Security System (Sinasec), as well as for public institutions that, within the scope of their competencies, intervene directly or in a complementary manner in the prevention, control, and fight against crime.
