Peru's President: Transfer of high-risk inmates to special prisons is a matter of State

The President of the Republic, Jose Jeri, stated on Monday that the transfer of high-risk inmates to prisons equipped with a mega–maximum-security regime is a matter of State, in which all authorities must cooperate.

The Head of State made these remarks during an inspection visit to the Peruvian National Police (PNP) Emergency Squad headquarters in Lima's San Juan de Lurigancho district. 

On this occasion, the top official was accompanied by the Interior Minister Vicente Tiburcio, and PNP General Commander Oscar Arriola.

"This (the transfer of high-risk inmates) is a matter of State, not of one regional government or another. Therefore, the government must make the decisions. As I said earlier today at Ancon Prison, we will upgrade three more prisons so that they attain the same category or a level comparable to Challapalca Prison," he stated.

In this regard, the Head of State explained that said penitentiary facilities will be located in Puno, Pasco, and Lima.

These will be deemed as special prisons, to which "all the country's most dangerous inmates will be transferred."

"We are carrying out a reengineering process by reclassifying inmates so that they are placed under a special mega–maximum-security regime. Everyone must cooperate here—governors, mayors, everyone in general. This is a State decision that has been made, and we must move forward," he added.

Regarding the decision taken by transport operators following the meeting in which the President participated, he said that whatever it may be, "as a government, we will stand by them."

"If they ultimately go ahead with the strike they announced for January 14 or 15, we will stand by them. If they decide on another measure, we will continue working," he concluded.
