Peruvian President Francisco Sagasti affirmed that the leader of Shining Path terrorist group, Jorge Quispe Palomino —alias Comrade Raul— will no longer be a threat to the security of the Valley of Apurimac, Ene and Mantaro Rivers (VRAEM), following the confirmation of his death earlier on Tuesday.

According to the Head of State, the death of Comrade Raul on January 27 was confirmed after a range of operations carried out at the end of last year.

"His death was hidden to avoid discouraging other terrorists. We can now confirm that Jorge Quispe Palomino has been annihilated. He was the second-in-command of the terrorist squad based in VRAEM," he explained.

He emphasized that terrorist groups that threaten this region of the country are being decapitated little by little.

Earlier today, the Joint Command of the Armed Forces confirmed the death of Jorge Quispe Palomino, a member of the Shining Path Central Committee in the Valley of Apurimac, Ene, and Mantaro rivers (VRAEM) and of the Quispe Palomino family clan.

Sagasti's remarks were made as he inspected the works to improve access to safe drinking water and sanitation in Sabandia district in Arequipa region. During the inspection, he was joined by Housing and Construction Minister Solangel Fernandez.

He noted that joint efforts by the National Government, as well as regional and local governments, will provide basic sanitation to people in remote areas where this service is not available.

The Peruvian leader pointed out that the Government has allocated S/1.040 billion (about US$277.3 million) for water and sewerage upgrades, and that progress is being made in the preparation of technical documentation for the implementation of these works.

He went on to say that water and sanitation works constitute an important step to stopping the COVID-19 pandemic.
