Peru's election board requests presence of international observers

The National Election Board (JNE) will request the Ministry of Foreign Affairs to invite six international organizations —on behalf of the Peruvian Government— to participate as observers in the 2021 general elections process.

The invitation shall be addressed to representatives of the Organization of American States (OAS), the European Union (EU), the Inter-American Union of Electoral Organizations (UNIORE), the Center for Electoral Promotion and Assistance (CAPEL), the Association of World Election Bodies (A-WEB), and the Carter Center.
 
The JNE agreement indicates that the participation of electoral observers is a positive democratic practice that should be promoted and that is consistent with the Organic Law on Elections and the Regulations for Observers in Electoral Processes.
 
Likewise, it stresses the importance of international missions' participation to witness the development of the process. 

The JNE indicates that the Peruvian electoral institutions are responsible for ensuring that elections translate the authentic, free, and spontaneous expression of the citizenry and that the vote tallies reflect exactly the will of the electorate expressed at the polls.

The agreement —reached by the JNE at a plenary session— bears the signatures of JNE Chairman Victor Ticona, as well as its full members Luis Arce, Jovian Sanjinez, and Jorge Rodriguez.
 
It should be pointed out that the latest large-scale electoral processes, such as the 2018 Regional and Municipal Elections, the 2018 National Referendum, and the 2020 Extraordinary Parliamentary Elections were monitored by international election observation missions, which provided important recommendations to optimize the electoral process in the country.
